I know, this is an old comment, but I finally downgraded back to El Capitan last night by using the Internet Recovery route. Wi-fi didn’t work, so I connected an ethernet cable from my MacBook Pro (mid-2012) to the router, and I got connection. It gave me Mountain Lion, and then I was able to upgrade to El Capitan. Only option in the recovery is to install El Capitan. Open the App Store and click the download link for High Sierra. If you purchased the computer from someone else who installed El Capitan using their Apple ID you cannot reinstall it, you must sign into the Mac App Store using your ID and download the latest Mac OS that is available for your. When I went to reinstall OS X El Capitan, It came up with a message saying 'this item is temporarily unavailable try again later.' I tried all the solutions I could find online including logging into icloud and then trying the installation again, resetting the date in the terminal, and going into internet recovery mode, none of which seemed to.
